Chin Yoong Kheong ("Mr. Chin") was appointed as Independent Non-Executive Chairman of RHB Bank Lao Sole Co.,Ltd (RHBBLL), Chairman of The Board Nominating & Remuneration (Governance) Committee, Member of Board Audit Committee and Board Risk Committee on 22 July 2019.
Chin Yoong Kheong (“Mr. Chin”) was appointed as an Independent Non-Executive Director of RHB Investment Bank on 1 August 2016. Subsequently, on 30 September 2016, he was appointed as the Senior Independent Non-Executive Director. He also serves as the Chairman of RHB Investment Bank’s Board Risk Committee.
Mr. Chin holds a Bachelor of Arts with Honours in Economics from the University of Leeds and a Fellow of the Institute of Chartered Accountants in England and Wales. He is also a member of the Malaysian Institute of Certified Public Accountants and Malaysian Institute of Accountants. Mr. Chin has retired as a partner of KPMG, one of the leading accounting firms on 31 December 2013, after having served the firm for more than 34 years in the United Kingdom, Vietnam and Malaysia. Mr. Chin's vast experience covers business solutions in areas such as strategy, human resources, performance improvement to the public and infrastructure sector, consumer and industrial markets, and financial services industry. Throughout his long career with KPMG, Mr. Chin’s experience was in the audit function before specializing in taxation for 14 years. He was responsible for setting up the KPMG practice in Vietnam and subsequently headed KPMG's consulting practice for more than 7 years.
Mr. Chin's other directorships in public companies include RHB Islamic International Asset Management Berhad, RHB Securities (Thailand) Public Company Limited and Ayer Holdings Berhad, a company listed on the Kuala Lumpur Stock Exchange. Mr. Chin is also a commissioner of the Malaysian Communication and Multimedia Commission, the regulator for the converging communications and multimedia industry in Malaysia.
Danny Quah Boon Leng
Non-Independent Non-Executive Director
Mr. Danny Quah Boon Leng was appointed as Non-Independent Non-Executive Director of RHB Bank Lao Sole Co., Ltd. on 30 September 2024.
Mr. Danny joined RHB Singapore as CEO and Country Head in February 2019, and leads the formulation and execution of business strategy for the overall Singapore business, covering Commercial Banking, Investment Banking and Asset Management.
Mr. Danny is also responsible for driving profitability and growth of the businesses in Singapore and collaboration across the region, working closely with other Businesses within the Group to maximise opportunities and synergies.
He has almost 30 years of experience in the banking sector, holding various senior positions with multinational organisations such as Standard Chartered Bank, Fullerton Credit Services and Canadia Bank, across five countries in the Asia Pacific region. This includes more than 10 years of experience in CEO and Country Head positions.
He holds a Bachelor in Information System Engineering from the Imperial College of Science, Technology & Medicine (London).
LIM CHENG TECK
Independent Non-Executive Deputy Chairman
Lim Cheng Teck ("Mr. Lim") was appointed as an Independent Non-Executive Director of RHBBLL on 23 February 2023. He is the Chairman of the Board Nominating & Remuneration (Governance) Committee.
Mr. Lim is also an Independent Non-Executive Director of RHB Bank Berhad, a Member of the Board Credit Committee and Board Risk Committee.
He holds a Master of Business Administration from Brunel University, United Kingdom and a Bachelor of Arts from the National University of Singapore.
Mr. Lim was the Regional Chief Executive Officer for ASEAN at Standard Chartered Bank. He first joined Standard Chartered Bank in 1988 and has held various roles within the bank’s Corporate and Institutional Banking Division before being appointed as the Chief Operating Officer for Standard Chartered Bank (China) Ltd in 2005. In 2006, he was appointed as the Chief Executive Officer of Standard Chartered Bank (Singapore) Ltd. He returned to China in 2009 to take up the role of Chief Executive Officer and Executive Vice Chairman of Standard Chartered Bank (China) Ltd. He has served on several Standard Chartered Bank subsidiary boards notably as the Chairman of Standard Chartered Bank (Mauritius) Ltd, Standard Chartered Bank (Thailand) Ltd, Standard Chartered Bank (Singapore) Ltd, the Deputy Chairman of Standard Chartered Bank (Malaysia) Ltd and the President Commissioner of PT Bank Permata, Indonesia. He has also served as a Non-Executive Director of Standard Chartered Bank (Taiwan) Ltd.
He has previously served as a Director on the Boards of Clifford Capital Pte Ltd and Singapore International Chamber of Commerce, a Governor of Singapore International Foundation and a Council Member of the Institute of Banking and Finance Singapore and Singapore National Employers Federation..
Additionally, he was the Chairman of Overseas Financial Service Commission, China Chamber of Commerce, the Vice Chairman of the Association of Banks Singapore and a Member of the Monetary Authority of Singapore’s Financial Centre Development Committee. Having served in the banking arena for over 28 years, Mr. Lim retired from Standard Chartered Bank in April 2016 and continued as a senior advisor on a non-executive role till April 2017.
Further, he served as Chief Executive Officer of Pontiac Land Group from March 2017 to May 2018 and he completed his 12-year term with the Advisory Board of Sim Kee Boon Institute of Financial Economics, Singapore Management University in 2021. Currently, he sits on the Boards of Minterest Holdings Pte Ltd, Bright Vision Community Hospital, Singapore and Sing Health Funds. He is also the Chairman of the Board Committee, Sing Health Funds – Sing Health Community Hospitals.

Choong Seang Heng (Frankie Choong) was appointed as Chief Executive Officer on 1 November 2020 and as a Non-Independent, Non-Executive Director of RHB Bank Lao Sole Co., Ltd (“RHBBLL”) on 25 May 2021.
Previously, Frankie Choong was appointed as Deputy Chief Executive Officer of RHB Bank Lao Sole Co., Ltd (RHBBLL) on 1 February 2020 and he reports to the Country CEO.
He joined RHB Bank Bhd, Malaysia on 18 August 1989. He has more than 30 years’ experience in the Banking Industry with proven track record in Retail & Commercial Banking and Bank Sales & Services. As the Chief Executive Officer, Frankie Choong will be responsible for the overall growth and profitability of RHB Bank Lao Sole Co., Ltd.
Frankie Choong holds a Master in Business and Administration from University Utara Malaysia, Bachelor of Art in Psychology and Communication from University Kebangsaan Malaysia and Certified Financial Planner from Financial Planning Association of Malaysia.
Wendy Ting Wei Ling
Non-Independent Non-Executive Director
Wendy Ting Wei Ling (“Ms. Wendy”) was appointed as a Non-Independent Non-Executive Director of RHB Bank Lao Sole Co., Ltd (“RHBBLL”) on 23 September 2022. She is also the Chairman of the Board Risk Committee and a Member of the Board Audit Committee of RHBBLL.
Ms. Wendy was appointed as Managing Director, Group International Business & Corporate Banking on 16 May 2022. In addition to her existing role in managing the Group Corporate Banking portfolio, she will now also oversee and drive the Group’s international business and operations, which includes Singapore, Cambodia, Thailand, Laos, and Brunei.
Ms. Wendy has over 19 years of industry experience in corporate lending, leverage buyouts, syndication as well as capital market-related activities.
Ms. Wendy presently manages the 3rd largest loan assets amongst the domestic Banks under the Conventional portfolio apart from maintaining market share as the 2nd largest Islamic/Syariah compliant assets. Her responsibilities also include overseeing and originating corporate lending activities from the Group’s overseas units within the ASEAN Region (ex-Japan). Aside from growing assets, she is also committed to look at building meaningful relationships with the Corporates (predominantly public listed entities) such that the relationship is mutually beneficial to both the financial institution as well as clients.
As part of the Banking Group’s efforts to provide a holistic banking experience to our valued clients, she brings with her a profound understanding of corporate cultures as well as legislations across various sectors/industries as well as regions to drive cross-border collaborations within the Group’s network.
Prior to joining RHB, she was the Vice President, Client Coverage, and thereafter Vice President, Corporate Banking Division for Maybank Berhad.
Ms. Wendy graduated from the National University of Malaysia with a Bachelor of Business Administration degree and a Certified Credit Professional from The Council of the Institute of Bankers Malaysia. She also graduates from Executive Development Program, Chicago Booth, Executive Education.

Choong Seang Heng (Frankie Choong) was appointed as Chief Executive Officer on 1 November 2020 and as a Non-Independent, Non-Executive Director of RHB Bank Lao Sole Co., Ltd (“RHBBLL”) on 25 May 2021.

Edward CHIAM TAU YU
Deputy Chief Executive Officer
Edward Chiam has been appointed as the Deputy Chief Executive Officer, effective 1st October 2024. In this role, he is responsible for heading the Credit Management, Loan Recovery, Banking Operations, Procurement and Information Technology Department. He plays a crucial role in co-managing all business activities of the bank, with strong emphasis to maximize returns for the shareholders and enhance the bank’s strategic initiatives.
Before his current appointment, he was seconded to RHB Bank Lao Sole Co., Ltd on the 1st January 2022 as the Head, Loan Recovery. In his capacity, he successfully established the loan recovery department and developed effective methodologies, policies and procedures that significantly improved the bank’s asset quality and operational efficiency, significantly contributing to the bottom-line of the business.
Prior to the secondment, Edward served 5 years as the Head, Commercial Business Banking Centre at RHB Banking Group in Kuala Lumpur, Malaysia. With more than 17 years of experience in the banking sector, Edward has cultivated extensive expertise in Commercial Banking, Retail Banking, and Wealth Management. Edward holds a Bachelor of Science (Hons) in Computing from University Greenwich in 2004 and was accredited with the Certificate in Commercial Credit (CICC) by Moody’s Analytics in 2019.

Azinoor Azima holds a Bachelor of Science in Human Resource Development from Universiti Putra Malaysia.
With over 20 years of experience in human resources, Azinoor has built strong expertise in various HR functions, including talent management, succession planning, learning and development, and talent acquisition. Throughout her career at RHB Bank Bhd, she has held several key positions, such as Senior Specialist in Talent Management, Program Leader for Learning Experience at RHB Academy, and Team Leader in Talent Acquisition.
In this role, Azinoor is responsible for planning and executing HR initiatives aligned with the Bank's business strategy. She collaborates with strategic partners to implement key HR projects in Laos and leverages her experience to develop a skilled workforce that supports the Bank's growth.

Pem has a total of more than 11 years of working experience in the Financial Services Industry and with significant exposure in finance and accounting.
Pem holds a Master in International Business Administration from the National Academy of Politics and Public Administration Laos and also has completed a Lao Certified Professional Accountants (Lao CPA) course organized by the Lao Chamber of Professional Accountants and Auditors (LCPAA).
As the Head, of Finance and Administration, Pem will be responsible for the overall financial reporting, accounting system, taxation, liquidity management, and administration of RHB Bank Lao Sole Co., Ltd.

Phannavy has a total of more than 10 years of working experience in the Financial Service Industry and with significant exposure in business development and operation service. She had been a Banking Operations Manager before she was appointed as the Manager, Credit Evaluation.
As the Manager, Credit Evaluation, Phannavy will assist the Head for evaluation of the loan proposal of RHB Bank Lao Sole Co.,Ltd.

Bounyared graduated in Master of Applied Finance from Victoria University of Wellington, New Zealand and also has completed a Lao Certified Public Accountant (Lao CPA) course organized by Ministry of Finance.
Bounyared has more than 15 years of finance and audit experience working for international organizations and banking industry.
As the Head of Risk Management, Bounyared will be responsible for the overall risk management of RHB Bank Lao Sole Co.,Ltd and Basel requirements.

Vinattha graduated in Master of Business from Unitec Institute of Technology, Auckland, New Zealand and has more than 7 years of compliance related working experience in international organization and financial industry. As the Head of Compliance, Vinattha will be responsible for overall RHB Laos compliance function from the second line of defense perspective.

Phoonlome SRIVIENGPHANOM possesses over 11 years of experience in the information technology banking sector. He has held various positions in technology management, demonstrating significant expertise in system implementation and IT project management.
Since September 2, 2024, Phoonlome SRIVIENGPHANOM has been appointed as the IT Manager. In this role, he is responsible for overseeing the IT department, ensuring operational efficiency, and enhancing technological solutions to support the organization’s business objectives.

He has previously served as a Director on the Boards of Clifford Capital Pte Ltd and Singapore International Chamber of Commerce, a Governor of Singapore International Foundation and a Council Member of the Institute of Banking and Finance Singapore and Singapore National Employers Federation.
Additionally, he was the Chairman of Overseas Financial Service Commission, China Chamber of Commerce, the Vice Chairman of the Association of Banks Singapore and a Member of the Monetary Authority of Singapore’s Financial Centre Development Committee. Having served in the banking arena for over 28 years, Mr. Lim retired from Standard Chartered Bank in April 2016 and continued as a senior advisor on a non-executive role till April 2017.
Further, he served as Chief Executive Officer of Pontiac Land Group from March 2017 to May 2018 and he completed his 12-year term with the Advisory Board of Sim Kee Boon Institute of Financial Economics, Singapore Management University in 2021. Currently, he sits on the Boards of Minterest Holdings Pte Ltd, Bright Vision Community Hospital, Singapore and Sing Health Funds. Wendy Ting Wei Ling
Non-Independent Non-Executive Director Chairman
Wendy Ting Wei Ling (“Ms. Wendy”) was appointed as a Non-Independent Non-Executive Director of RHB Bank Lao Sole Co., Ltd (“RHBBLL”) on 23 September 2022. She is also the Chairman of the Board Risk Committee, a Member of the Board Nominating & Remuneration (Governance) and Board Audit Committee of RHBBLL.
Ms. Wendy was appointed as Managing Director, Group International Business & Corporate Banking on 16 May 2022. In addition to her existing role in managing the Group Corporate Banking portfolio, she will now also oversee and drive the Group’s international business and operations, which includes Singapore, Cambodia, Thailand, Laos, and Brunei.
Ms. Wendy has over 19 years of industry experience in corporate lending, leverage buyouts, syndication as well as capital market-related activities.
Ms. Wendy presently manages the 3rd largest loan assets amongst the domestic Banks under the Conventional portfolio apart from maintaining market share as the 2nd largest Islamic/Syariah compliant assets. Her responsibilities also include overseeing and originating corporate lending activities from the Group’s overseas units within the ASEAN Region (ex-Japan). Aside from growing assets, she is also committed to look at building meaningful relationships with the Corporates (predominantly public listed entities) such that the relationship is mutually beneficial to both the financial institution as well as clients.
As part of the Banking Group’s efforts to provide a holistic banking experience to our valued clients, she brings with her a profound understanding of corporate cultures as well as legislations across various sectors/industries as well as regions to drive cross-border collaborations within the Group’s network.
Prior to joining RHB, she was the Vice President, Client Coverage, and thereafter Vice President, Corporate Banking Division for Maybank Berhad.
Ms. Wendy graduated from the National University of Malaysia with a Bachelor of Business Administration degree and a Certified Credit Professional from The Council of the Institute of Bankers Malaysia. She also graduates from Executive Development Program, Chicago Booth, Executive Education.

LIM CHENG TECK
Independent Non-Executive Chairman
Lim Cheng Teck ("Mr. Lim") was appointed as an Independent Non-Executive Deputy Chairman of RHBBLL on 11 August 2023. He is the Chairman of the Board Audit Committee, a member of Board Nominating & Remuneration (Governance) and Board Risk Committee.
Mr. Lim is also an Independent Non-Executive Director of RHB Bank Berhad, a Member of the Board Credit Committee and Board Risk Committee.
He holds a Master of Business Administration from Brunel University, United Kingdom and a Bachelor of Arts from the National University of Singapore.
Mr. Lim was the Regional Chief Executive Officer for ASEAN at Standard Chartered Bank. He first joined Standard Chartered Bank in 1988 and has held various roles within the bank’s Corporate and Institutional Banking Division before being appointed as the Chief Operating Officer for Standard Chartered Bank (China) Ltd in 2005. In 2006, he was appointed as the Chief Executive Officer of Standard Chartered Bank (Singapore) Ltd. He returned to China in 2009 to take up the role of Chief Executive Officer and Executive Vice Chairman of Standard Chartered Bank (China) Ltd. He has served on several Standard Chartered Bank subsidiary boards notably as the Chairman of Standard Chartered Bank (Mauritius) Ltd, Standard Chartered Bank (Thailand) Ltd, Standard Chartered Bank (Singapore) Ltd, the Deputy Chairman of Standard Chartered Bank (Malaysia) Ltd and the President Commissioner of PT Bank Permata, Indonesia. He has also served as a Non-Executive Director of Standard Chartered Bank (Taiwan) Ltd.

Chin Yoong Kheong
Independent Non-Executive Director
Chin Yoong Kheong ("Mr. Chin") was appointed as an Independent Non-Executive Chairman of RHBBLL on 22 July 2019. He is the Chairman of the Board Nominating & Remuneration (Governance) Committee, Member of the Board Audit Committee and Board Risk Committee.
Mr. Chin was appointed as an Independent Non-Executive Director of RHB Investment Bank on 1 August 2016. Subsequently, on 30 September 2016, he was appointed as the Senior Independent Non-Executive Director. He also serves as the Chairman of RHB Investment Bank’s Board Risk Committee.
Mr. Chin holds a Bachelor of Arts with Honours in Economics from the University of Leeds and is a Fellow of the Institute of Chartered Accountants in England and Wales. He is also a member of the Malaysian Institute of Certified Public Accountants and Malaysian Institute of Accountants. Mr. Chin has retired as a partner of KPMG, one of the leading accounting firms on 31 December 2013, after having served the firm for more than 34 years in the United Kingdom, Vietnam and Malaysia. Mr. Chin's vast experience covers business solutions in areas such as strategy, human resources, performance improvement to the public and infrastructure sector, consumer and industrial markets, and financial services industry. He was responsible for establishing the KPMG practice in Vietnam and subsequently headed KPMG's consulting practice for more than 7 years.
Mr. Chin's other directorships includes RHB Asset Management Sdn Bhd, RHB Islamic International Asset Management Berhad, RHB Securities (Thailand) Public Company Limited, RHB Securities Vietnam Company Limited, RHB Bank (Cambodia) Plc, RHB Securities (Cambodia) Plc and Ayer Holdings Berhad, a company listed on the Kuala Lumpur Stock Exchange.
